Why this matters: Occupancy data alone cannot say whether a rule is right or wrong. A block at 90% occupancy might be exactly what a short-term meter is designed to produce, or it might mean the time limit is not being enforced. The dashboard supplies the rule side of that comparison; this report supplies the behavior side.

06 · Key findings

What does the analysis tell the city

  1. 01

    UAB Medical Center is the most pressured area

    UAB Medical Center averages 57% of its observed curb segments at high occupancy and peaks at 78% at 11 AM — the highest single-area, single-hour reading in the study. That pressure holds from 10 AM through 1 PM, so the curb there is effectively saturated for most of the workday.

  2. 02

    Five Points South & University is the second pressure point

    Five Points South & University averages 41% at high occupancy and reaches 74% at 11 AM, on the same mid-day schedule as UAB. Together the two form a concentrated medical/university district — the part of the network where demand most consistently outruns available curb.

  3. 03

    Highland Ave and Loft & Automotive absorb the overflow

    The two areas bordering that district — Highland Ave Corridor and Loft & Automotive Historic — carry morning arrivals early and then hold in the medium band for the rest of the day rather than clearing. They are the most likely places to see spillover if conditions in the medical/university concentration change.

  4. 04

    Fourth Avenue and Eastern Downtown stay under-used all day

    The Fourth Avenue Historic District and Eastern Downtown remain in low to low-medium occupancy through the entire observation window, within a few blocks of areas at or near saturation. Available capacity exists; it is simply not where the demand is.

  5. 05

    The CBD releases predictably; the destination areas do not

    The CBD / Downtown Core follows a classic commuter curve and empties steadily after 3 PM. UAB and Five Points South do not release on the same schedule. A single citywide rule would treat these very different behaviors the same way.

07 · Narrative summary

How curb use changes across the Birmingham Insights Area on weekdays

At 8 AM, the busiest curb spaces are concentrated around UAB Medical Center. In that area, 57% of the observed curb segments are already 80–100% occupied. Highland Avenue and the Loft & Automotive Historic area also show morning activity, while the CBD / Downtown Core remains comparatively quiet.

Parking use increases through the morning. From 10 AM to 1 PM, UAB has its longest period of concentrated use, with most observed curb segments 80–100% occupied. Five Points South is busiest from 11 AM to noon. The CBD / Downtown Core also reaches its busiest point at 11 AM, but it does not experience the same level of use as UAB or Five Points South.

Other areas have available curb space during the same hours. Eastern Downtown remains less occupied than the nearby UAB area throughout the day. Fourth Avenue Historic District has low use all day. The Loft & Automotive Historic area changes more from hour to hour, with brief increases at 10 AM and 1 PM rather than one long busy period.

After 2 PM, curb use begins to decline across most of the study area. The CBD / Downtown Core and Highland Avenue become progressively less occupied through the afternoon. UAB also becomes less occupied, but it continues to have more heavily used curb space than the other areas. Five Points South declines after noon and remains below its midday level through 6 PM.

This shows the city that weekday parking demand is not evenly distributed. UAB and Five Points South have the strongest periods of concentrated use, while Fourth Avenue Historic District, Eastern Downtown, and the CBD at the end of the study period have more available curb space. The city can compare these area-specific patterns with the parking policies shown in the Insights Dashboard and decide whether the observed use supports its goals for residents, businesses, and visitors. Because enforcement drops after 5 PM and the data ends at 6 PM, this analysis does not draw conclusions about evening parking behavior.

08 · Where to act next

Priorities drawn from the observed behavior

These priorities are sequenced from the findings in Section 06. The first priority is to understand the current rules before acting; the rest follow from that comparison.

  1. Priority 1

    Use the Insights Dashboard to match rules to behavior

    This report shows observed curb behavior; the Insights Dashboard contains the parking policies that apply to the same blocks. The first step is to bring the two together: for each area, note which regulation applies, what hours it is enforced, and whether the observed occupancy pattern matches the policy's intent. Saturated blocks may be working as designed or may signal that the current rule is not producing the turnover the city wants. That comparison is the first working session, and it costs nothing.

  2. Priority 2

    Treat downtown as three curb environments, not one

    UAB Medical Center and Five Points South stay in the high band through most of the workday, the CBD fills and empties on a commuter schedule, and Fourth Avenue, Loft/Automotive, and Highland Ave stay lightly used all day. A single citywide standard applied across all three will be too tight in one place and irrelevant in another. Any review should be organized by these behavior groups rather than by a uniform downtown boundary.

  3. Priority 3

    Field-verify the UAB medical/university corridor during the 10 AM – 1 PM window

    UAB holds the highest sustained share of high-occupancy segments in the study, peaking at 78% of its segments at 11 AM. Block-level occupancy cannot tell the city whether the remaining space is usable or fragmented across blocks in ways drivers cannot find. A short observer count during that window — time to find a space, circling, double-parking, blocked driveways — would confirm whether this is genuine congestion or a fully-used but functioning curb, and it determines whether any intervention is warranted at all.

  4. Priority 4

    Ask what the under-used areas are for

    Fourth Avenue Historic, Loft/Automotive Historic, and Highland Ave Corridor never approach saturation at any observed hour. That is a finding, not an absence of one. The city should decide whether that quiet is the outcome it wants for those districts, or whether it points to activity the city would like to attract. Under-used curb next to pressured curb is also the most likely destination for spillover if rules on the busy blocks are tightened, so it should be reviewed at the same time, not afterward.

  5. Priority 5

    Do not draw evening conclusions from this data set

    Birmingham's enforcement coverage drops after 5 PM and the observation window ends at 6 PM, so this analysis cannot describe evening behavior. The 5–6 PM readings should be treated as the edge of the data, not as a picture of the evening. This matters most for Five Points South, where the venues likely generate a nightlife peak that falls entirely outside the window, and for the CBD, where the apparent emptying after 3 PM may or may not persist. If the city wants to make decisions about evening curb use, a separate evening-hours collection is required first.

Study-window limit: observations run 8 AM – 6 PM on an average weekday, and enforcement coverage drops after 5 PM. No conclusion about parking behavior after 6 PM can be drawn from this data set.
